The sewer and tributary run behind the city’s Service Department on Ohio 82 between York Road and West 130th Street. Originally, the sewer was underground parallel to the tributary, but due to erosion of the riverbanks, the sewer ended up exposed in the widened stream.

“It’s a concrete pipe,” said Jennifer Pilkey Elting, NEORSD spokesperson. “It wasn’t leaking but we wanted to encase it in additional concrete so it would be protected against damage, like if a tree hit it.”

In addition to encasing the sewer in concrete, NEORSD has installed rock riffles in the stream that will help direct sediment toward the sewer. The sediment, if the design works, will accumulate on the concrete encasement, providing the sewer additional protection.

The sewer encasement is part of a larger Rocky River Stream Stabilization and Sewer Protection Project by NEORSD. The project involved stabilizing 130 linear feet of deteriorated streambank, including the section with the sanitary sewer, along the Rocky River tributary in North Royalton.

The project cost the district an estimated $994,000, minus the city’s contribution for the sewer encasement. Most of the work was completed in June, Pilkey Elting said.

The city, although contributing $105,700 toward the project, used a fund held by the district to pay for its costs.

In NEORSD’s Community Cost-Share Program, 25 percent of the annual stormwater fee a community pays to the district is set aside for projects in that community. North Royalton tapped that fund to pay for the sewer encasement.
